Title: TipTop Tooltip Configuration window with "Apply" button

I like to have an Apply button in the TipTop Config window.
Without it, I have always to close and reopen the config window for testing and correcting the tooltip string.

Ok I've added an apply button which just forces it to be re-created which should do what I think you're wanting.
